ENFORCEMENT
Overview
The EAD Enforcement Division is directed at the City wide permitting, inspection and regulation of solid waste facilities and certain recycling facilities. These facilities are involved with collection, transfer, storage and disposal or recycling of materials which are regulated by state law.
Environmental Benefits
The EAD Enforcement Division protects the health and safety of the community by serving as the lead City investigators and inspector for solid waste and recycling operations that could have a significant public health and environmental impact if not properly regulated. The Division accomplishes this by conducting unannounced periodic inspections of permitted facilities and issuing corrective notices and enforcement orders in the case of non-compliance. The Division also investigates citizen's complaints related to solid waste or recycling facilities and directly order corrective measures or make referral to the proper agency(s) should conditions require follow up.
Legislation and Initiatives
The EAD Enforcement Division has worked collaboratively to introduce or pass recent state legislation that created a procedure for recycling facilities to obtain temporary permit under certain conditions and altered the way applications for solid waste facility are to be handled at the local, rather than state level.
The EAD Enforcement Division is also looking beyond enforcement to create opportunities for education for grades 7 -12 with emphasis on the environmental crisis of where solid waste will go in the future. It is working to establish an environmental education center at a former disposal site to educate youth on recycling, trash-to-energy opportunities, composting and the impacts of local landfill gas and solid waste transportation-related emissions on global climate change.
Grants
The Division has applied and received State grant funding to pay for the removal of illegally dumped solid wastes and tires and will be seeking funding for its educational projects.
Partners
The Division has partnered with the Bureau of Street Services and the City Attorney for the illegal disposal grant funds and is looking to partner with the Bureau of Sanitation and local universities and private foundations to establish the environmental education program.
Timeline
The work of the Division will continue indefinitely as an integral part of the solid waste and recycling management infrastructure in the City.
